These rates can refer to the display’s refresh rate or the source content’s frame rate. The display refresh rate describes how often all of the pixels in the display are refreshed with new information. Frame rate is the rate at which complete images of the video are captured and delivered to the display.  Often the frame rate and the refresh rate are matched. Higher refresh and frame rates help decrease motion blur and judder, which is why some content and some displays prefer these higher rates.
